radio taxi, radio taxi app, app base taxi, delhi radio taxi, delhi taxi, app taxi, delhi news, delhi high court, locla news, city news, Indian ExpressIn a major relief for app-based taxi services in the capital, the High Court on Wednesday suggested that the Delhi government do away with its ban on such cab service providers, while observing that they can hardly be blamed for the illegal acts of the taxi drivers, who have been given All India permits (AIP) by the authorities concerned.

The bench further observed that the Delhi government had “not been able to keep up with the technology” and had failed to create appropriate rules for web-based taxi services, and suggested that the government could “give a comprehensive hearing” to the licence applications filed by various app-based service providers.

The bench, however, did not issue any oral or written orders, but merely made suggestions while directing the counsel for Ola cabs, an app-based taxi service provider, to “take instructions” on the issue of whether the cabs operated by them were diesel-based or CNG-based cars.

The bench of Justice Manmohan told the counsel for Ola cabs that it was inclined to allow only CNG-based cabs to provide service in the national capital.

“If AIP was given to wrong person, he (OLA) is not to be blamed. You can’t put burden on him (OLA) if AIP was given to a criminal. The cross has to be borne by police and government,” Justice Manmohan said, and added, “But CNG requirement has to be complied with.”

The court noted that under the directions of the Supreme court of India, public service vehicles in Delhi could only be CNG-based.

“If it is point-to-point in Delhi, the cab has to run on CNG. I am very clear about it. Your competitors run on CNG, so how can you run on diesel? Run on CNG or not at all,” the judge said.

The court suggested that the Delhi government do away with the ban on such service providers as their technology has been working across the world, is well-recognised and is a “boon for consumers”, and to hear them afresh on their plea to allow them to ply.

While appreciating the benefits of using app-based taxi services, like the presence of GPS for tracking purposes, reduction in number of private vehicles due to faster and cheaper availability of taxis and their employment potential, the court emphasised that vehicles plying under this technology have to run on CNG.

“Prima facie, I am not going to allow diesel vehicles to run in Delhi through this methodology (of app-based cab service). You see, pollution levels are rising in the city,” it said.

It seems that the nightmare is not over yet for the mobile taxi hailing apps, as the government is again ready to raise their hackles. This time the government is pondering to block apps of Uber, Ola and TaxiForSure all over the country.
As per a recent report and what we reported earlier, the Delhi government had requested Department of Electronics and Information Technology (DEITY) to block such apps, but the Department found it technically impossible to do so for one particular state, and therefore, it sought “concurrence” of the transport ministry for all-India execution.
It is to be noted that the state government last month had requested the Centre to block web-based apps of taxi operators Uber, Ola and TaxiForSure alleging that these companies were not complying with a ban order imposed by it.
A recent report by Reuters, also suggests that the New Delhi government has asked Ola and Uber to cease their operation in the city or the licences will not be issued to the companies.
Earlier in last December, a woman was allegedly raped by a driver she booked using the Uber app. And what followed next was a ban on Uber and other app related cab booking services in the National Capital, who, according to the transport department, were operating illegally without a radio-taxi license.
After this rape incident, Uber had to suspend its operations in the National Capital for almost a month. However, this suspension did not go for too long, as the Uber had applied for the radio taxi license and assured more safe and reliable transportation services. Besides, it had also adhered to new taxi norms stating, “radio cabs operators must have a fleet of 200 vehicles, a 24 hour call center and panic buttons in their vehicles.”

Olacabs is on the brink of closing the deal to buy out rival TaxiForSure for about $200 million (₹1,250 crore), in its bid to take on arch-rival Uber and gain a dominant position in India's taxi aggregation market.

The deal is expected to be funded by a combination of cash and stock. Sources directly involved with the negotiations confirm the signing of the term sheet with the finer details of the deal to be finalized over the next 10 days.

The deal is expected to help Ola take on Uber, the $40 billion taxi-app company, while also allowing for lower cost of operations.

Olacabs was started by Bhavish Aggarwal and Ankit Bhati of IIT-Bombay. The company received $210 million in funding from SoftBank of Japan in October 2014.

International taxi aggregators are in talks to take on the might of Uber. The move could see regional players like Singapore's GrabTaxi, India's Ola and San Francisco-based Flywheel come together.

TaxiForSure

TaxiForSure was started by IIM-Ahmedabad graduates Raghunandan G and Aprameya Radhakrishna about four years ago. The company had spent the last two months looking for funding in order to stay relevant with the bigger players. They raised a bridge round worth $20 million from its existing investors, valuing the company at $125 million. TaxiForSure spoke to Uber, Meru and Carzonrent for a possible sellout, with Ola managing to clinch the deal.
The move marked the growing maturity of Indian entrepreneurial space with smaller players consolidating to take on the larger players, allowing the creation of new start-ups with new business models and better products, Vivek Wadhwa, a fellow at Stanford Law School and a director of research at Duke University told The EconomicTimes.

Radio Taxi Licence

Cab-hailing apps -- TaxiForSure, Uber and Ola -- do not own the cabs, but only provide the technology platform which links the taxi owners and prospective customers, and hence stake a claim to be regarded as technology company.

The rape of a female passenger by a driver with Uber forced the Delhi Transport Authority to ban Uber, and insisted all such companies apply for radio taxi licence.

The Delhi Transport Authority rejected the licence application submitted by Ola, Uber NTL Call Cabs and TaxiForSure finding them 'deficient'. The Authority regulates the taxi market for the capital region and sends out notices pointing to the gaps. A government official said it would take at least 10 days for the taxi companies to re-present the applications.

The report says Ola to have maximum number deficiencies and TaxiForSure to have only one.
The acquisition indicates that companies are willing to go the whole length to survive regulatory scrutiny and supervision. The $10 billion car rental market has a miniscule participation from the organised taxi industry, repoted FirstPost.
